The Santa Barbara County Workforce Development Board (SBCWDB) Business Services is available to businesses in Santa Barbara County who need assistance in growing, training, or downsizing their workforce.We offer free services such as:
- Rapid Response/WARN notices – when a business downsizes or closes
- Layoff Aversion – prevent and minimize unemployment
- Recruitment Services – customized services for your hiring needs
- Human Resources – access to human resources hotline of experts to provide answers to your general HR questions and protect your business from costly fines and penalties
- Marketing – your job announcements through our social media, website and monthly newsletter
- Labor Market Analysis – current and future analysis of unemployment numbers, local competitive salaries, etc.

On the Job Training (OJT)
The On-the-Job Training (OJT) program provides a unique opportunity to invest in your company's growth. OJT allows businesses to hire new employees and provide training in skills positions. For each new hire enrolled in the OJT program, the employer will be reimbursed up to 50% of the hourly wage. Both the business and candidate must meet certain criteria to qualify.
Incumbent Worker Training (IWT)
Incumbent Worker Training (IWT) provides both workers and businesses with assistance to upskill workers to prevent a layoff while providing funding assistance to businesses utilizing this service.
Customized Training (CT)
Customized Training can offset up to 50% of the costs associated with training new or existing employees for skills specific to your business. Business determines the duration and type of training. Participants who complete the Customized Training program are expected to be hired or retained. Your current employees may participate in this training if they are at risk of losing employment by not upgrading their skills.
The SBCWDB provides subsidized wages for eligible individuals for up to 6 months, with 100% subsidy provided for the first three months of employment. This provides businesses an opportunity to test the skill set and cultural fit of a candidate with minimal risk.

U.S. Small Business Administration (SBA)
The U.S. Small Business Administration (SBA) works with lenders to provide loans to small businesses.
Economic Development Collaborative (EDC)
The Economic Development Collaborative (EDC) promotes job and economic growth to maintain the region's economic vitality through one of California's largest direct business support networks. EDC provides business consulting, funding, and strategic initiatives to support the regional economy.
Small Business Development Center (SBDC)
The Small Business Development Center (SBDC) collaborates with the Economic Development Collaborative and is a program of the U.S. Small Business Administration. It is a nationwide program that provides small businesses with confident, one-on-one advising and expert training at no cost.
Women's Economic Ventures (WEV)
Women's Economic Ventures (WEV) provides training, capital, and individual technical assistance to support local small business entrepreneurs. It is not for women only.
SCORE Santa Barbara County is a federally funded arm of the U.S. Small Business Administration created to mentor entrepreneurs, small businesses, and create new jobs in our community. SCORE offers free business mentorship, workshops and interactive sessions to entrepreneurs and small businesses in Santa Barbara County.
Work Opportunity Tax Credit (WOTC)
The Work Opportunity Tax Credit (WOTC) is a Federal tax credit available to employers for hiring individuals from certain targeted groups who have consistently faced significant barriers to employment.
